According to The Intercept, the Obama administration has rubber-stamped new regulations that are part of a new government standard for surveillance.The new protocol that allows anyone to be placed on the terrorist watch list does not require “concrete facts,” nor does it need “irrefutable evidence” in order to place either Americans (or foreigners) on the list.The document by which these findings were brought to the surface is known as the “March 2013 Watchlisting Guidance,” and is a 166-page document issued last year by the National Counterterrorism Center.
